Monitoring of "Modernisation of Higher Education in Central Asia through New Technologies’" (HiEdTech) project

From March 9 to 19, 2020 the NEO staff visited three HiEdTec project partner institutions: International University for the Humanities and Development, Oguz Han Engineering and Technology University of Turkmenistan, State Power Engineering Institute of Turkmenistan.

The Project first year activities are in progress and are currently being implemented according to the project Action plan. The potential sustainability of the Project is high. The Turkmen partners are diligent and actively involved in the project activities. The project attracts the permanent interest of the main stakeholders on institutional and national levels. The main project objectives are corresponding to the Presidential programmes in educational sphere of Turkmenistan. It is expected that, the sustainability of the project proposals will rely on the effective introduction of the designed training aids, programmes, training of teachers and trainers. Though, some obstacles slow down the work, the team makes attempt to overcome challenges and meet the specified deadline.

As the situation with equipment is not confident, the NEO proposed the team to start installing resource centers using available university facilities to save the project time to keep up with partners.

Each Institution team has carried out the planned events and publications in local and national media including Internet media to disseminate information about the Project.

Preventive monitoring visits to three Turkmen universities participating in the project “Crisis and Risk Engineering for Transport Services” (CRENG)

From 19/11/19 to 02/12/19 the NEO visited three HE institutions to monitor with preventive purpose the CRENG project team: the International University for the Humanities and Development (IUHD), the Turkmen State Architecture and Construction Institute (TSACI), and the Institute of Telecommunications and Informatics of Turkmenistan (ITIT).

The meetings were organized with attendance of faculty administration and head department representatives, project members, teaching staff and students interested in the project activities.

The project participants answered and discussed the NEO questions, made presentations on the project issues, and provided project’ information sheets to the meetings’ participants.

The monitoring visits have revealed that the project is flexible enough to respond to changes in Turkmenistan, its activities are in progress, the members have achieved first results. Each Institution team has composed a plan of events and presentations to publish and disseminate the information in local and national media about the project. The university authorities demonstrate support to the project team and the willingness to assist in resolving encountered difficulties.

The visit has also revealed a misunderstanding by the Turkmen partners of some project objectives, noted by the NEO as deviations, which could be solved through more efficient and transparent projects’ coordination and dialogue based on the mutual understanding of project partners’ difficulties.

Monitoring of «Regional Objectives for Administrative Development» (ROAD) project in the Turkmen State Institute of Finance and the International University for the Humanities and Development of Turkmenistan

On 12-15 October 2019 the monitoring of the project «Regional Objectives for Administrative Development» (ROAD) was held by the National Erasmus+ Offıce on behalf of the EACEA in the Turkmen State Institute of Finance (TSIF) and the International University for the Humanities and Development of Turkmenistan (IUHD).

The meetings were attended by the representatives of both universities: the TSIF project team - Sh. Byashimov (Local Coordinator), A. Nuryagdy, K. Muhammedov, T. Shallyyev, and the IUHD project team - Y. Jumamyradov (Local Coordinator), B. Shammyyev, V. Vekilov, G. Mammedova, M. Byashimov, N. Annamuradov, Sh. Byashimov, K. Muhammedov, and M. Meredova.

The participants discussed the project outcomes as particularly significant for the Turkmen HE Institutions being an experience of a new training scheme developed and implemented for providing support to the Turkmen public administration and enhancing local development strategy of civil servants through improving their competencies.

The incorporated ROAD Centers into IUHD and TSIF university structures provide currently the adapted training topics for the following courses: Strategic Management, Tourism Economics, and Transdisciplinary Approaches to the Innovation Systems, Financial Control, Audit and Evaluation of Public Spending.

Both universities staffs have the calendar of activities for 2019-2020 academic years agreed with the Academy of Civil Servants of Turkmenistan. Centers provide consultations for students and teachers to develop educational strategies and training activities and meet educational objectives. Centers’ trainees stressed the positive results of training classes in upbringing of their professional skills.

Monitoring of the «Accessibility and Harmonization of Higher Education in Central Asia through Curriculum Modernization and Development» (ACADEMICA) project in the Turkmen State Institute of Culture, Ashgabat, Turkmenistan

On May 11, 2017 the monitoring of the «Accessibility and Harmonization of Higher Education in Central Asia through Curriculum Modernization and Development» (ACADEMICA) project on behalf of EACEA was held in the Turkmen State Institute of Culture (TSIC) by the National Erasmus+ Offıce. The representatives of both Institutes - the Turkmen State Institute of Culture and the Turkmen State Institute of Finance (TSIF) and Institutes’ departments took part in the meeting.

The participants discussed the content and benefits of the ACADEMICA Project, English language and e-courses for strengthening their successful involvement in the project activities, dissemination of the virtual course for all HEI's of Turkmenistan, and initiatives of the dissemination practice to intensify the sustainability of the project achievements.
