Title

Réseau Professionnel de Masters "Informatique Seconde Compétence"

Objectives

Le projet Tempus PROMIS se place dans la continuité du projet Tempus ERAMIS qui a permis de créer un réseau de Masters « Informatique Seconde Compétence » (ISC) dans 4 universités de Russie, 3 universités du Kazakhstan et 2 universités du Kirghizstan. Il a pour objectif élargi d'étendre ce réseau en Asie Centrale et d'en faire un réseau d'excellence, tout en renforçant significativement le caractère professionnalisant des Masters et les relations universités-entreprises. Des masters ISC seront créés en Ouzbékistan, Tadjikistan et Turkménistan (2 masters par pays), et deux nouveaux masters ISC seront créés dans des villes non encore concernées par ERAMIS au Kazakhstan (Astana) et au Kirghizstan (Osh).
Afin de renforcer les relations universités-entreprises, des entreprises locales seront impliquées très tôt dans l'organisation de ces masters, en prenant exemple sur des entreprises européennes partenaires du projet (participation au comité de pilotage des formations, mise en place d'enseignements effectués par des salariés des entreprises, stages). Le "reverse teaching", qui consiste à privilégier l'interaction enseignant-étudiant sur le plan pratique alors que la part théorique des enseignements est acquise de façon personnelle par l'étudiant, sera partiellement intégré en 1ère année de Master afin de s'adapter au statut particulier d'étudiants salariés. De même, l'alternance sera fortement encouragée en 2ème année de Master : l'étudiant travaille à temps partiel dans une entreprise et son expérience professionnelle acquise en 2ème année constitue la base du mémoire de Master. La qualité des formations et la cohésion du réseau seront renforcées de façon significative : créations de diplômes doubles/multiples, harmonisation du contenu des enseignements, mise en ligne de cours accessibles à l'ensemble des formations, développement de cours en anglais et amélioration des compétences linguistiques, encouragement de la mobilité étudiante entre masters du réseau.

Title

InnoLabs in Central Asia for a sustainable catalyzation of innovation in the Knowledge Triangle

Objectives

INOCAST project aims at addressing the need of Central Asian universities to develop a sustainable, built on experience and user-centered infrastructure for catalysing innovation in the knowledge triangle.
The main output of the project is expected to be the creation of fully operational Innovation Labs able to stimulate the commercialization of public research in a cost-efficient manner, responding to user needs and being context appropriate while building in previous experience and incorporating best practices into the design of products, processes and services. The Innolabs are envisaged to be viable in the long term and its structure and functioning principles replicable and customizable in other institutions, facilitating also the upbringing of an innovation and entrepreneurship culture.
As successful innovation calatalyzators rely not only on local wealth but are well connected to the world, INOCAST will set up an Innovation Network comprising stakeholders in the Knowledge Triangle as a supra-regional platform for exchange of experiences and the development of a sustainable scheme for enhancing innovation and public-private partnerships in Central Asia, supporting a "Think global, act local" approach in which small scale innovations are supported and networked for better up-scaling. In parallel, and in order to increase the absorptive capacities of the Partner Countries institutions staff, INOCAST project will design and implement a training program for strengthening of managerial, strategic and technical capacities of personnel of the 14 Central Asian partner Universities. The successful establishment and operation of well structured, interconnected and properly disseminated Innovation Labs is envisaged to serve as a role model and stimulate structural and management reforms in other Central Asian higher education institutions, based on the citizen-centered and user-driven innovation concept of the INOCAST approach.

Title

Strengthening Career Centres in Central Asia Higher Education Institutions to empower graduates in obtaining and creating quality employment

Objectives

UNIWORK aims to boost university-industry links that foster sustainable socio-economic development in Central Asia (CA), through enhancing the capacities of HEIs in effectively promoting employability of graduates and entrepreneurship culture amongst students, in line with Bologna and Tempus priorities.
Specifically the project aims:

  • To transform the Career Centres of 12 PC HEIs into truly efficient instruments to promote and support employment and entrepreneurship amongst students, creating a role model for other HEIs in the partner countries
  • To reinforce university-enterprise relationships, developing tools and mechanisms for active involvement of enterprises in the Career Centres (CaCe)

UNIWORK implemented by a consortium of HEIs, Enterprise associations and HE policy makers, will attain the most urgent needs of the CA HEI sector and economies through:

  • Creating a knowledge base & identifying good practice in CA & EU regarding employment & entrepreneurship. Outputs: Published reports including a Good Practice Guide
  • Building capacities of the staff of 12 CA Career Centres, benefiting also students and other CA HEIs. Outputs: Training Materials, E-learning resources for students & staff.
  • Strengthening organizational capacities of Career Centres. Outputs: enhanced organisational & technical capacities of 12 HEIs' Career Centres.
  • Enhance services for students. Outputs: Employment Fairs, Business Plan Competition, Services
  • Policy Support & Networking Actions for active stakeholder inclusion & building bridges between HE & Enterprise. Outputs: National Fora, Stakeholder working groups, Alumni-Networks, Regional Forum, policy recommendations.
  • Disseminating project results following a strategic approach addressing the various target groups & stakeholders.

Through its activities and sustainable outputs, UNIWORK will benefit not only the 12 Central Asian HEIs directly involved, but also other HEIs and stakeholders in the Region of Central Asia.

Title

Einführung des Qualitätsmanagements im E-Learning an zentralasiatischen Hochschulen

Objectives

Eine rasche Entwicklung von ICT-Technologien führt zu deren Etablierung auch im Hochschulbereich. Der E-Learning-Kompetenz als Kompetenz, mit neuen Medien sowohl zu lernen (Lernkompetenz) als auch zu lehren (Lehrkompetenz) wird in diesem Zusammenhang immer mehr Bedeutung beigemessen. Im zentralasiatischen Raum werden auf politischer Ebene nationale Entwicklungsprogramme forciert, die den Einsatz von digitalen Medien im Hochschulunterricht zum Inhalt haben. Damit geht unweigerlich der Begriff der Qualitätssicherung von E-Learning-Angeboten einher. Die Ansätze zur Qualitätsentwicklung lassen sich beobachten. So ist die Notwendigkeit von Normenkatalogen erkannt, die eine normative Grundlage für das technikgestützte Lernen schaffen und dabei europäische Best-Practice berücksichtigen sollen.
Das Projekt greift politische Vorgaben in Partnerländern auf und zielt allgemein auf die Einführung des Qualitätsmanagements im E-Learning auf der jeweiligen nationalen Ebene unter Berücksichtigung nationaler Spezifika. Dabei müssen sowohl technische Werkzeuge, E-Learning-Szenarien, Didaktik wie auch Organisation und Administration der E-Learning-Angebote einer Qualitätsprüfung unterzogen werden.
Daher wird diese allgemeine Zielsetzung auf folgende spezifische Ziele heruntergebrochen:
1. Etablierung von E-Learning-Zentren an Hochschulen als One-Stops rund um das E-Learning
2. Entwicklung und Etablierung von nationalen technischen und methodisch-didaktischen Normen und Qualitätsstandards des E-Learnings im Hochschulwesen der ZA-PL
3. Entwicklung, Durchführung und Auswertung von Pilotunterrichtseinheiten mit E-Learning-Anteil an PU
4. Empfehlungen zur landesweiten Verbreitung, Einführung und Qualitätssicherung von E-Learning-Angeboten Zu erwartende Ergebnisse sind: 1. Funktionsfähige E-Learning-Zentren an PU

Title

Advanced Curriculum Development in Telemedicine for Turkmenistan

Objectives

The overall objective of the MEDET project is to support the modernisation of higher education in Turkmenistan and development of national Health Care through high quality institutional cooperation, successful experience in managing Tempus projects in Turkmenistan and introduction of innovative education in the field of telemedicine. The specific objectives of the project are: 0 To effectively develop and successfully complete and evaluate by 14/10/2015:

- Advanced curriculum in Telemedicine for Turkmenistan, creating new speciality and introducing new modules for most of the traditional specialities in medical education

- Advanced course in Telemedicine for telecommunication specialists

- Dissemination and effective exploitation of the project content and innovations applicable in teaching of general pedagogy, veterinary and language teaching

- A mechanism of sustainable Curriculum development which responds to the present and future needs of the national Health Care system.

  • To promote further European cooperation in HE using the synergy with previous Tempus projects and joining at least two networks in telemedicine.
  • To bring Turkmenistan closer to the EHEA and Bologna process.
  • To make the project highly effective and efficient by applying advances in knowledge management and educational project management through complete project cycle. Dealing with highly relevant for Turkmenistan topic, the project will use the expertise of some of the best experts in telemedicine among the HE European institutions, as well as world class specialists in practical telemedicine. The most advanced medical centres of Turkmenistan and national medical authorities will play an active role as end user stakeholders. The project participants have proven benchmarking experience in managing Tempus projects in Turkmenistan. Efficiency of the project will be strengthened by the enthusiasm of the partners and energetic measures to make the new speciality sustainable in all its aspects.

Language and Pedagogical Innovation in Schools

Objectives

Wider Objective:

Project LAPIS aims to build the capacity for effective modern European language teaching at schools in Turkmenistan, and to raise the quality of training of foreign language teachers in the sector (English, German, French).

Specific Objectives:

• To establish a National Resource Centre (NRC) to support the training of foreign language teachers under the aegis of the Ministry of Education to raise the standards of teaching foreign languages in Turkmenistan.

• To establish a branch of the NRC at Turkmenabat for the eastern region of The country.

• To modernise methodologies for training foreign language teachers and develop quality assurance measures in pre-service training for foreign language teachers.

• To develop materials and methodologies for in-service training for foreign language teachers, including Content and Language Integrated Learning (CLIL) and Team-Based Learning (TBL).

• To modernise practices in teaching practice for trainee teachers at all levels of schoolsin Turkmenistan.

Title

Towards a Central Asian Higher Education Area: Tuning Structures and Building Quality Culture

Objectives

The broad aim of TuCAHEA is to contribute to building a CA Higher Education Area, aligned with the EHEA, able to take into account and valorise the specific needs and potentials of the Region and of the partner countries, thus responding to the needs of the higher education community and society at large.

The project is organised as a CA Tuning Process based on the methodology developed worldwide by academics in collaboration with students, graduates, administrators, employers and ministries. TuCAHEA aims to extend the use of competence-based quality tools for planning and delivery of HE programmes, enhance regional HE systems, create a platform for sharing knowledge and elaborating quality tools across the region and in each country. It encourages legislation to create regional cohesion in alignment with the EHEA, it establishes pilot Tuning Subject Area Groups able to formulate Guidelines and Reference Points for key sectors, it trains ministerial, academic and independent experts in the use of competence-based tools, it fosters student mobility within and outside the region and tests and perfects the quality and recognition tools necessary for mobility; it establishes information/dissemination centres in both capitals and other areas of the partner countries.

The principal outcomes will be to extend knowledge of the worldwide Tuning process, involving the CA Area directly in its broad international context; to enhance knowledge of existing quality and recognition tools as a basis for further elaboration; to carry out broad consultations on both generic and subject specific competences, to produce a number of Tuning Subject Area reports; to produce competence- learning out-comes based descriptions of degree programmes using the Degree Profile template developed by Tuning and the ENIC-NARIC Network, and more generally to creating a basis for a Central Asian Higher Education Area, developing premises for a CA Qualifications Framework and Credit System.
